From a domestic perspective, the Ministry of Railways, the Ministry of Transport, the State Environmental Protection Administration, the State Planning Commission, the Ministry of Science and Technology, and local governments such as Wuhan, Hangzhou, Nanjing, Dalian, Xiamen, Guangzhou and many other large cities have taken the lead in issuing decrees to completely ban the use of disposable plastic tableware. The State Economic and Trade Commission (1999) No. 6 document also clearly stipulates that by the end of 2000, the use of plastic tableware will be completely banned nationwide. A global transformation of the plastic tableware manufacturing industry is gradually emerging. "Replacing plastic with paper" green and environmentally friendly products has become one of the development trends of today's society.
In order to adapt to and promote the development of the "replacing plastic with paper" activity, on December 28, 1999, the State Economic and Trade Commission, together with the State Administration of Quality and Technical Supervision, the Ministry of Science and Technology and the Ministry of Health, issued two national standards, "General Technical Standards for Disposable Degradable Tableware" and "Test Methods for Disposable Degradable Performance", which came into effect on January 1, 2000. It provides a unified technical basis for the production, sales, use and supervision of disposable degradable tableware in my country. With the rapid development of my country's economy and the steady improvement of people's living standards, people's health awareness is also constantly strengthening. At present, disposable paper cups have become a daily necessity for people in many economically developed areas. Experts predict that in the next three years, paper tableware will quickly become popular throughout the country and enter households in large numbers. Its market is growing and expanding rapidly. It is an inevitable trend for plastic tableware to end its historical mission, and paper tableware is becoming a fashion trend. At present, the paper product market has just started and has broad market prospects. According to statistics: 3 billion paper tableware were consumed in 1999, and 4.5 billion in 2000. It is expected to increase by 50% every year in the next five years. Paper tableware is now widely used in commerce, aviation, mid-to-high-end fast food restaurants, cold drink halls, large and medium-sized enterprises, government departments, hotels, families in economically developed areas, etc., and is rapidly expanding to medium and small cities in the mainland.
